Picked this up last year and haven't paid much attention to it since.
Rifle appears unissued and the only strange part is the band screws. They look way too long but don't appear to be modern replacements.
Bolt, receiver, and barrels are stamped matching.
Any thoughts on what I have?

Nice rifle! That's a Finn M91 "B" barrel - meaning a barrel blank made in Belgium, bought by Finland.
Looks like you also have a Walnut stock - probably recycled off a Remington.
The screws are normal - they turn counter-clockwise to tighten the bads, so when they stick out like that they are tight :) Don't over-rotate those screws as they are fragile and will break off rendering the whole band useless.

Any idea about the tacky finish on the stock? Is it the fabled reindeer tallow shellac or is that just a myth?

reindeer tallow is just a field expedient sometimes used. The real finish used at the factory was pine tar. Still available today, but tough to get ;)
