Carbine Maker??

A fellow asked me who made his M1 carbine.. On the receiver there is the SN and below that the letters R I A. Could this be Rock Island ? If not, do you know who? Commercial?

its a commercially made carbine from the mid 1980's

Yup! Its Rock Island Armory, not Arsenal.....
