A 91/30 is a good place to start, make sure it has a good bore and take it to the local gunsmith to have the headspace checked. If you are planning on collecting them you might want to start with a hex receiver style. Best bet is to get a good book on the subject or print out the website 7,62 X 54R.net and study it before you make any large investments, HTH-SDH
Ian,
My preference for the rifles would be the 91/30 over the 91. I prefer the sights on the 91/30. One of the refurbs from TradeEx or P&S would be great to start with, just make sure you get one with a good bore.
The Finn rifles are excellent as well, but will generally cost a fair bit more than the Soviets.
Take a look through the Library entries to see if a particular model appeals to you.
If you are looking for a really solid shooter and don't mind spending a bit, consider a Finnish M39. VERY hard to beat ;)
Claven2 as always has my vote on that one. I have a few Finnish Mosin Nagants and the M39 is truly a tack driver. Mine likes the heavy ball over the lite stuff. It even shoots to point of aim, unlike many of the Russian counterparts-SDH
