Thanks for all the replies. I might have misunderstood about the spreading in the early replies thinking to spread the swivel itself. I'll get hold of a junker barrel band and get this sorted out....
So there is no spreading open the replacement to get it in. You'd have to spread open the tab on the barrel band itself to get it in. That doesn't seem to be what happened here. Maybe the old one...
Are we sure that the swivel is split underneath the barrel band? In most images I see what looks like a seam in the center of the exposed side of the swivel as shown in this image.

Finally was able to replace the elevation knob today. That seems to have cured my problem. It is still a bit tight but I found that by pushing in on the elevation knob it greatly eases windage...
Going to order a new elevation knob assembly and see if that cures it. I have a feeling the spring is bunged up. Will let you know results when I get it. Should be a week or so.
