+1 on what Patrick said. If you can get the nipples out put them in a drill press to use the fine file. You could use a drill also.

It looks like a contemporary lock to me. Casting is to crude to be from the percussion era. the lock plate looks cast also. Need pics of the whole gun.

The MODEL CF 1917 sounds like a problem with the roll stamp. Patrick I have 3 17's and 3 14's. One from each Maker. The most accurate is an Eddy P-14.
My 3 P-14's have the reinforcing Pin and bolt.

I think your right Patrick. It looks like the butt plate has a short tang on top which would be a later feature. I'd like to see a better picture of it.
Did you flip the sight up and use that peep. All 3 of my p-14's are on at 100 yards with the sight up and then set the slide as low as it will go.
