outside over the case neck is ,332

I am sure that small lead core bullet of 312 will get longer and slug the barrel quickly and come out at 308.

RGC, Your barrel is original, see if you can get the front sight off. Some come right off. Your problem will be solved.
Look carefully at the sight. Is it issue or a Lyman target sight.

Crimping is used on heavy bullets to prevent movement. Heavy in a 06 is 200 and 220 grain bullets.
Match loads have no crimp. I have never used one.
I would suggest use of a M-die for match loads.
