The tragic events in upstate NY are unfolding and we will find a familiar story about this nut. A retired NY city detective stated that it could have reulted in fewer killed if an armed security guard or retired policeman had been on scene. Yep...and if new York had concealed carry an armed intervention could have been. How many times these things happen in places the bad guys know that no one can carry. One person could have reduced the carnage. 911 creeps took off from Mass. The church shootings recently that had an armed female police officer present. But only important people can arm themselves in NY state. Now await the call for the banning of all firearms. Semper Fi

It's not that the average NYS "Joe" can't get a "License to Carry" if he lives outside of NYC, it's that it takes forever to get one. By the time you're done you'll have anywhere from 8 to 12 months time invested, depending on the county that you live in . In NYS the counties administer the permit process. Many counties issue the basic state "License to Carry" which is good anywhere outside of NYC. Other counties will type "non-statutory" restrictions on the state license which, commonly, limit it's use to target shooting and hunting. In such counties a "general carry" permit is much more difficult to get.
There's nothing in state law regarding the matter of open/concealed carry. As such it's up to the county of issue to address that matter, if it so chooses. Such "non-statutory" restrictions will vary even within a given county; it depends on who the issuing judge is at the time of issue. When my dad got his permit in Erie County in 67' he was told that some part of the gun/holster must show at all times. I got my permit in the same county in 76'; the judge at that time told me that he couldn't care less as to how I carried it, just so long as I obeyed all state laws.
You can see why, for obvious reasons, many upstanding NY residents are simply turned off from obtaining a NYS "pistol permit".
Of course certain "important people" (connected) seem to get permits very quickly. Many of the Mafia thugs caught up in that famous raid back in the 50's had valid NYS permits, even though most had criminal records.

There are some people who find it very strange that when there is talk about banning guns, all of suddent there will be a mass killing with the type of gun to be banned. And the killer will be poor, without a dime, yet able to afford high price guns and ammo, airplane tickets to someplace with few restrictions, long stays in hotels, false identity papers, etc. I don't know about this situation, but it costs money to be a heavily armed mass murderer, but no one ever wants to trace the money.

And the killer always commits suicide before he can be questioned.

Nice, neat wrap up and a lot of gun ban rhetoric on TV.

Has the gun ban lobby done it again? With help from Holder's Department of Justice? We will never know, will we?

Only 3 1/2 hours after the NY attack our brave SWAT teams assaulted and captured and handcuffed the shooter who had only been dead for 3 hours. This was a truly efficient and brave operation by our courageous LEO's. Only 4 civilians bled to death in the 3 hours it took to capture the dead guy. These heroic SWAT officers deserve our highest honors (i.e. the CMOH for LEO's). Thank you guys...

You are making some wrong assumptions. You are confusing New York City with New York State. Getting a concealed carry permit in most parts of the state (outside of NYC) is no problem; I have one, and believe me, I am not important.

When I was doing LEO work in NYC in the 1970's I was frankly surprised at the number of New Yorkers who did in fact have permits and that was in the city. It was harder to get a permit in NYC than out of the metro area but still I ran into permit holders frequently, especially in the jewelry and garment districts. I had one NYC cop tell me that periodically the city would decide there were too many permits out there and the city would call a bunch of them in.

I ran into a couple of folks that I'm pretty sure were organized crime types who did in fact have permits.

As was mentioned above, so much in the permit system in New York depends on how friendly the issuing authority is where one lives. New York City is far and away the least "friendly."

As far as the time it took several months to jump through the hoops to get my CCL here in Texas and this is one of the most gun friendly places on the planet. Waiting time now is 60-180 days after the DPS recieves the application. That obviously dosen't include the time it takes to schedule and take the mandatory class.
