It looks like Japanese
soldiers or sailors doing the labor with Americans overseeing the work. Does the sailor sitting down look like he has a Thompson in his lap?.....

I recall reading a reference elsewhere to that effect. Supposedly the Japanese did not realize they were on a deep-six mission when they set out, and practically had tears in their eyes as they dumped the guns into the sea.
