If you're talking about the first rifle pictured above, I can see the remnants of the cartouche, appears to be 1901. Neither rifle has a view that would allow one to determine the presence or absence of the proof mark. As worn as the cartouche on the first one is, the proof mark would probably be nigh invisible too, it's been handled quite a bit over the years.

The 1899 pictured had the stock sanded during rebuild. The cartouche is, as Madsen noted, 1901.

The door in the buttstock was replaced as was the cut-off (it's earlier than the gun but fine as a rebuild). The front sight blade, as noted, isn't Springfield.

Normal rebuilt 1899 carbine. With some finish issues but nothing to write home about there.
