Issue with front sight base alignment with rear sight

On my M16A1 clone, I have the rear sight moved as far right as it can go. The rifle still shoots about 1 MOA to the left at 100 yards. What can I do to fix this? --TIA

That's right, it's not that common but we do hear of it here. Like Steve says, just get the front squared up or if it's a new barrel, it should have a warranty. I did have a flat top that was machined off square on the top too...

I have also seen uppers with a "spacious" index slot that allows the barrel to twist just enough to throw the alignment off.
