Type 38 and Type 99 Rifle/Ammo Questions

A friend of mine is selling 2 Type 38 rifles and 2 Type 99 rifles. I need information on how I can determine the if their markings are correct and what series they each belong to and how I would be able to determine if they've been refurbished or anything of the sort?

I do not have any pictures nor have I seen the rifles in person, I am going off of what he has told me but I want to go into the situation knowing what I'm looking at.

Also, where can I reliably find 6.5mm and 7.7mm Japanese ammo for these rifles? Full ammo and reloading components (the brass, primers, bullets, dies, etc.) is what I'm looking for.

Your help would be greatly appreciated.
