They are practice rounds in the sense that they are blanks - noise makers. The wooden bullet facilitates feeding. A shredding device was installed on the muzzle to prevent the wooden bullet from acting like a projectile. Search the Sweden section here.

Here's an example of how wooden bullets were used with Swedish military rifles and BFA's.
