Send it back to the CMP, or maybe the carbine club will do it for you? They fixed mine for free. The carbine collectors club paid the postage both ways and sent me a phone book sized copy of all their past issues for $20 annual membership. Great bunch of guys.
It took about four or five years but I am very happy with the results. I think.
I have an Austrian from CMP with the rear sight as far left in the dovetail as, I think, possible. It also happens to be very accurate. Just curious, have you tried it yet?
Don't sent it back untill you have fired it. It is typical for the rear sight to be left in the dovetail. Or it could have moved in handling or transit. If the barrel is bent you can see it looking down the bore.
Bubba is correct. Carbine rear sites are often to the left.
Barrel straighteners are on aisle nine, right beside sheet rock stretchers. :)

I saw a Somali kid bending a barrel on an AK47 back with two rocks. Heck, I can do that!
Really dt1950, the only thing that may be wrong with your carbine is the barrel may not be indexed correctly. Check that also. A little bit makes for a big sight drift!
