Looks like a Model 1903 cartridge belt that has been modified by removing some of the pockets and attaching a leather belt.
Looks like the remnants of a 1903 9 pocket belt with several pockets that have been removed. The saber ring indicates mounted use. The leather belting riveted on is to allow it to buckle as the original tongue & slot buckles are missing. Cobbled together for a shooter.
