Probably a rack number.
The "A4" indicates a rebuild at the Army's Anniston Army Depot.

USSR is correct. Anniston rebuild mark.
I don't think that A4 and 041 mean the same thing. The A4 rebuild at Aniston, but I don't think 041 is from Aniston. Maybe others can weigh in on this.....Frank
041 is most likely a rack number stamped in by the owning unit. Some painted them on some stamped them on.

The 041 number has been seen on numerous rebuilt M-1 rifles and also many rebuilt carbines, that have been received in the white storage bags from the military. Too many to have been rack numbers
George Sr. is right. There are way too many to be a rack number. I don't think anyone has even determined if it supposed to be a "ZERO" 41 or an "OH" 41. Some rifles were rebuilt at other facilities besides the 13 most common (Anniston, Benicia, Lead, SA, etc.) so it could be a mark from a lesser known facility. At this point I don't think anyone really knows.
