I have a bunch of 8x60r kropatchek blanks that are wrapped in 10 round packs. There is a piece of tissue paperlais in to keep the individual rounds from touching each other. The paper is folded on the ends the way you would when wrapping a present. The string is wrapped around end ways first, then twisted in the middle and then wrapped around the width of the packet ( think of wrapping ribbon around a present in both directions). The ends of the string are then twisted together but no knot.
I imagine that they had a tray of the right deminsions for making the packets.

If you have Power Point software from Microsoft and If you have an inkjet printer I can send you my files for 303 and 38/200. I would need an email to send that to so you can pm me with that info. The wrappers are to be printed on brown wrapping paper such as you find in any office supply shop. If you do not have Power Point let me know and I will convert the pages to tiffs that will work on any computer.
My patterns are created from original wrappers and are very close to the original. String to be used is any small cotton string dyed with strong tea to give it the proper look (childs kite string in the US). I print on standard 8.5X11 paper which may be a problem if using A4 size paper. I suspect I have many other wrappers and boxes I have created, I would just have to spend some time browsing the files for them. I enjoy recreating the past.
Keep in mind that this ammo was wrapped by the young women coming into the work force and speed was the basis of their work. I did find that many of the old cartridge wrappings were made to overlap and the ends of the folded paper could be inserted bottom into top. (confused, yes, I know, but just wrap around the sides and follow the taper of the casings in stripper clips and you will see what I mean.) What I mean to say is not to make the wrapping too pretty.
