Gentlemen:
I recently bought an M1 “Drill Rifle” from the CMP North store. It cleaned up well and I hope to use it for display near Chicago Illinois which has a government that hates all firearms. With a plugged barrel, welded to the receiver, and a welded bolt face, it is certainly not a firearm in my eyes. But my question is, do I need to cut the receiver ring in order to ensure that it is not a firearm by BATF standards?

Drill rifles are still considered firearms, which is why CMP has you go through the same procedure as for any other rifle. Although CMP warns that drill rifles should be considered unsafe to fire, many ARE safe to fire, & many CAN easily be modified so that they will function. The spot weld where the barrel meets the receiver is only intended to discourage amateurs from removing the barrel, & most do not have a plugged barrel. Even those with a plugged barrel can easily be cleared.
In order to make your rifle a "non gun", you would need to trisect the receiver, with the removal of metal at both cuts. It would not look very good for "display" purposes.
