It is a rebuild. It's a Quality Hardware receiver with a IBM barrel. I can't find a date on the barrel. It also has a round bolt. That's all I know about it. I havn't taken it apart yet.

I thought that cartouche is from a replacement "re-stock" in the field from damage??
No, it is a inspection mark from the rebuild. The stock probably also has a proof P on the front of the pistol grip. That is the reproof mark. Arsenal markings would not appear on a field replacement stock unless it later went through an arsenal during a rebuild.
Plinker; what markings are on the stock, and what is the carbine serial number? Some of the guys like to know about the Quality hardware carbines and may have comments on the IBM barrel.
The stock does have the proof P and the serial no. is 165977x.
Hope this helps. If more info is needed, I will try to get it.
Thanks to everone for your help.

If the stock has a serial number on it, then the stock was on a carbine in foreign service. The serial number just happens to be a QHMC serial number.
Jimb16 no serial number on the stock.
