If you are talking about the lower mount with the screws and pins, only Griffin and Howe mounted those.
They will do so today for $650, iincluding the mounts, but no scope.
Plus, G & H mounted the brackets (lower mount) BEFORE the receivers were heat treated. Then the receiver & bracket were heat treated and parkerized as a single unit.
Drilling and tapping holes and staking the screw ends AFTER heat treating is a much harder job (no pun intended).

Notice they only seem to be cataloging 1" rings which would not be correct for an M1C.
To answer your original question however Nicolaus Associates Garand, M1, M14, M16, Carbine, 1911, 1917, Militaria, and Small Arms Information has a great selection of manuals including both the standard M1C and the USMC version (MC1952 w/MC1 scope and mount). They are reprints but the quality is the best going and their customer service is excellent.

'preciate the thoughts. I know Griffin & Howe websight and have seen their instruction sheet. I wanted to see what the Military Manuals said in case it adds some clarity to the process. So, special thanks to you J Gaynor, the website you listed had the Ordnance Manual which I bought and read.Their reference to drilling the case hardened receiver with a high speed steel drill isn't one I'll follow. Based on my toolmaker experience I will use carbide drills and I'll also use a nitrided tap for the screw holes.
