What does CH on the m96/31 barrel shank mean?
Just a guess, but if it's a gun sent to China - it might mean "China".
On the Mosin Nagant M91/30 'CH' means that the rifle was once a Sniper Rifle. 'CH' is an abbreviation of 'Snaperskaya' - Sniper. Have a look on the inside of the receiver in the bolt raceway and you might see some screws that have been inserted into the old mounting holes and ground flush on the outside.
No one seems too sure why these rifles were desnipered.

That would rule out it having one of the later (1942 onwards) PU scopes and mounts. The old mount holes could be on either side of the receiver just behind the barrel chamber for a PE or PEM type mount.
What year and manufacture is your rifle? Can you post some photos of the rifle?
Its a 1943 Tula. I'll post pictures as soon as I reassemble it. Im giving it a very good cleaning.-
