Don't know of a TE. Could that be the inspector's initials along with the Arsenal initials. Can you post a picture?

AN............Anniston Arsenal

MR...........Mount Rainier Ordnance Depot
OG...........Ogden Arsenal
RA............Raritan Arsenal

I believe it stands for Toole. I cannot remember where it was located.

I was thinking myself that Toole, UT used TE on Garand rebuilds.
The old arsenal is on what is now Hill AFB, IIRC
