Who made this Band?

I'm running this also on the CMP forum in case some folks don't read both forums.
This band came from a fellow in England who took it off a carbine that had been deactivated so that they could legally own them. He doesn't know where the carbines came from, but his has an RRA arsenal stamp. He and I have exchanged a few small parts and he sent this to me to see if anyone could identify its origin.
Might this band have been something US made long ago? Could it have been a prototype GI? Or was it made, more likely, in Europe by some country who were given a lot of carbines and didn't want, or wern't allowed, to have bayonet bands?
What thoughts do you folks have?

Looks like it is missing the inner part of the band. Havent seen anything USGI that looks like that. Probably just a chopped up T3 band or some kind of commercial variant.

All USGI bands of all types have a barrel clamp inside that you can adjust for a tighter hold by squeezing it. Without the barrel clamp, the action might be a little loose in the stock.
