Also, would this be safe to shoot in my NM M1 Garand? It's chambered in .308 Winchester. Not regular, but "just in case".

Your ammo with the RG headstamp is Radway Green. It is British. There should be a circle with a cross inside it to designate it as NATO standard.
The L2A2 is the type designation, much like US M-118, etc. It should be all right for military 7.62 firearms.
What is the headstamp on a cartridge from Lot #2?

Your second lot, TZ 80, is Israeli military surplus. A few lots from 1980 have been bad, blown cases, etc. I would just pull the bullets from that stuff and trash the rest. Some of it is good, some bad, but why take the chance.
