When using 1949 Radway Green ammunition in my Longbranch No4 five out of every ten rounds are ejecting with split necks. I have no problem with my home loads. Is this common?

Yes, it's fairly common with old ammunition. Brass gets brittle with age. As long as it's not splitting past the neck you should be ok.
Common in British stuff where the neck was cold-formed on top of the cordite.
