Don't have time to post images but I believe it is an Underwood with an Underwood 42 barrel.
Noticed a number of PI stampings on the metal and the sight. I believe there was a M16 on the trigger group. There was an SA stamped on the stock by the barrel.
The carbine was owned by a local rural police dept but not marked as such. Does any of this help? Tang had a W on it.

I am asking whether one could say this could might be an original or some on the stampings I mentioned shows that this is a rebuild. I feel it is a "re-do" as I couild not find a cartouche.

I'm a little confused . What does PI stand for and is any there info concerning how the long the Carbine was under local rural Police dept control. Any clues as to the US seller , importer etc.

Barrel is most likely original but that is it.

Not sure about the prices in your area, but seems about right now that the Cmp is out.
If you want to know for sure how original/correct the parts are for the time it was made, you can tear it all down, in a detail strip and spend a few enjoyable hours, magnifying glass in hand, identifying all the parts. Here's a link to a very helpful online guide to filling out the M1 Carbine Club's data sheet.
I'd also highly recommend two excellent books to help you figure out what's what and learn a lot about the fascinating history of the manufacture of the M1 Carbine.

PI is Inland mfg. Your M16 is prob'ly a N16 or close to , which is National Postal Meter. The SA on the wood is Springfield Armory which did not make carbines , but did make lots of spare parts . They also rebuilt a lot of carbines , but the rebuild marks are SA in an open or closed box , usually with one or more letters , around the reciever area . Your SA sounds like a mfg. of stock stamp only. The mix of parts sounds like a rebuild but could be a put-together by ????.

PI parts were mfg. for Inland not by Inland. The most common marked PI parts are the rear sight and slide. Both parts were sub-contracted by Inland. Most PI rear sights are late war replacments.
