Are These Rare?

A friend of mine just bought this. You reckon this might be a little bit rare?

Last I heard, wtmr had so many, he was selling them to Riverbank.

I have seen one other. It was for sale on GB about 2 years ago. It looked like a reparked restoration. That is the rarest of them all! PI is on a roll here lately!!
