What is the correct way to install the frog on a P1907 scabbard ? ( the cloth type)
Remove the bayonet from the scabbard. Slide the scabbard down into the frog with the belt loop to the top. Use some flat narrow dull item(screwdriver) to pry the loop of the frog over the stud on the mouth of the scabbard. The stud will end up in between the two web loops and the bayonet handle and belt loop are together at the end. Questions?
That's what I thought. I have a couple of frogs where the upper band has a slot in it and looks like a frog stud was inserted there. Thanks!
That little slot is for the No4 scabbard. So the frog could be used for both the no1 and no4 bayonets.

British bayonet frogs of the Second World War are among the most interesting frogs of any nation. The P37 set started of with a design for the P07 Bayonet (which you are apparently using) but, by 1944, the majority were being issued with the No.4 rifle and the No.4 bayonet and it continued that way for the rest of the life of the P37 Webbing Equipment Set. There are many variations of the P37 Frog, most, if not all of which can be seen here:
