Someone had a better Idea to lighten up the rifle and made a pouch to hold the gear. Also many regiments had a armor and at one point they didn't issue everyone a kit from what I read. Rick B
So the early Garands were turned into the armory for cleaning?? what's your reference for that?
When I was an armorer in an engineer company, everyone was issued an M1 rifle. The squad leader had the ramrods and cleaning gear and provided the members of his squad with this gear. The BMG M1919A6's were cleaned by the armorer
Can you imagine? I carried 1919A4 when I was young. No one cleaned it for me...

The squard leader or assistant squad leader also carried the grenade launcher
