Dana Jones does not give any date of introduction, but writes that "One model was issued with standard rifles and a special sight hood was issued with the postwar m/41B sniper rifles", from which one may deduce that the standard sight hoods were already in use. So maybe they were used right from the start (1890s). However, such items do not seem to have been used on any other service rifles that far back, so my best guess is that they were introduced sometime during WWII.
