Picked up a 1913 date - marked on stock in the box with CN, barrel marked RIA 1-13, and the receiver marked serial number in the 1912-1913 range and Rock Island
All the parts seem correct to the RIA 1913 - per JC Harrison book
What is unusual is there is only ONE stock bolt under the bolt handle.
I have looked at and collected 03s for many years and have only seen two, one stock bolt rifles.
How unusual is a one stock bolt RIA?

Not rare, but uncommon. When the M1903 was first manufactured, stocks had NO stock bolts. About 1908, the first one was added under the bolt handle. About 1917, a second one was added below the serial number.
