Make a custom driver from some old flogged out phillips screw driver. If the shank size is right, all you need is a Dremel type tool or a saw and a small file or two. Once the screw is loose, the foresight will move reasonably easily. (The sight might be a little stuck at first, but a light tap ought to free it.)

And if I was you and if you're not interested in authenticity and all that stuff, replace the reverse headed screw with a 4BA allen bolt. In the latter days of No4's (and L42's) where the directing staff always knew more than the Armourers, they were always keen to show their prowess by using their leatherman pliers to unscrew the screws, butchering them in the process. I always used allens......
