It's a M1903-A4 sniper rifle with a commercial scope. If it has the original scope base, it is probably worth $1800 to $2000.
More pictures and a better description are necessary to assess the value. If the stock is marked
"JPL" it sounds like a rebuild.
Only about 28,000 of the A4 model were ever built so i would take the suggestion that it was never issued with a grain of salt. On the other hand the majority of them have been rebuilt to "like new" condition which might lead the owner to his conclusion. Fianlly a lot of these were sold to civilians through the old DCM without telescopic sights. Since it used a standard commercial mount it was easy to equip them with modern sights.
Just for laughs you may wish to check the barrel. If original it should have 4 grooves, a date of FEB, MAR or APR 43 and a punch mark stamped on the underside between the front sight cuts.
