Looks like it might be some kind of IR lamp or signaling device.

Maybe a "Biscuit Gun" for signaling Air Craft from the Control Tower .

Is there a date on it? The pathfinders used used something like it to signal aircraft for the D-Day landings (I don't know the specific models).

Just found out it is a M-227 Signal Lamp
