The numbers are an unauthorized rack number, that some unit put on it to keep up with where it was kept. Some used yellow or white.
How much does this effect collecting value?
I would say not a whole lot one way or the other. If the history of the rifle and numbers are known ( say the rifle was issued to the Arizona and those are navy rack numbers ) or the buyer likes those as part of the rifle's history , it can bump the price up. If they are not known nor wanted , most can be easily removed leaving no trace behind. They are not in the same class as nicks , dings , cuts or stampings.

But I love the "They are not in the same class as nicks , dings" shows that been there and done that look.
