Nice, I like it. It dates to about 2-44. Looks like a typical arsenal rebuild. Beautiful NPM walnut stock even though it has the usual nicks and dings. Is that a recent accusation?

Are there improper parts for 1944?
It dates to about December 1943. It has been rebuilt. The stock is from a NPM and the rear sight and barrel band were changed during the rebuild as were the safety and magazine catch.
Then a completely rebuilt carbine...Could these be an arsenal rework?
Odds are it is. The stock could have been changed after it was rebuilt.
The gunsmith is selling it for 930 $, prices are high in France.
My favorite 'shooter' was a rebuilt IBM. It looks a lot like yours. It's really difficult to price by the photos alone but I agree with the above on price here in the United State of Texas!
Does the slide feel tight or does it feel "sloppy" or rattle if you just shake the rifle. I'd also have the bore measured. Maybe the seller has a bore gauge and can do it for you (?)

Here is my old rebuilt IBM - It has all the arsenal upgrades. It was tight and accurate.
