Hello all. What type of stock is this? I haven't seen one of these except on drill rifles. Would this be safe to shoot?

This dealer sells them, just read the reviews, they aren't great. Apparently they are old drill rifle stocks that have been painted. Are they safe to shoot? Opinions differ, I wouldn't use them.

How can I tell?
The most common way is look for weld marks around the cutoff and where the receiver meets the barrel (receiver side).
It's clean in those area's. No signs of welds or grind marks.
