Can someone point out the restrictions in the BATFE regulations that state that an incomplete CC&R firearm or part [receiver, barreled receiver] cannot be mailed to a Type 3 FFL holder, but only to a type 1 FFL holder?

To be a c/r , the firearm in question must still be in it's original form . Parts can have been replaced , but only with like original parts. Barreled recievers or bare recievers do not fit this nor do sporterized examples . I believe they may allow some changes , like sights , but I'm not sure on that.
