Military size doesn't look like that and FSNs are different too. I think it's civvy.
My guess would be that it is North American from the 1950s and made for duck hunters - certainly not military.

If anyone is looking for a poncho to use look at the Swiss military surplus ones at MidwayUsa and other places $10 very well spent.
Yes, I also believe that it's not military. It's known as the "Duck Hunter" pattern.
All the U.S. military regulations, manuals and contracts I've viewed called for raincoats or ponchos, nothing like this jacket mentioned, and the markings are typically civilian. I wanted to comment that the material was not likely "waxed" but treated with a waterproofing application that probably gave the material a little bit of a stiff feel, but wax would not work in this application. Rubberized material also doesn't seem to hold up well, and this jacket was most likely treated with one of the chemical applications that when dry seals the material and is flexible.
