New Mod 70 NM

I wish that US Repeating Arms would make limited runs each year of the Win.M70 NM rifle in .308, or newer more efficient rounds for long range and national match competition.
Since they do not, would it be possible to get one of the new controled round feed recivers, cut a clip slot, and build one myself ? I would love to get into some of the long range matches offered at Butner. Building a tribute M70 NM comp rig would have to be cheaper than buying a pre 64 collector. I have priced one recently at $5000 ! I would build it to look like the originals with the marksman stock, but with a newer handstop rail. Can you get a reciver from Winchester for custom build rifles ?
