Help identifying scope rings on Meopta 4x

I bought this Meopta 4x for a ww2 mauser sniper clone that has the Rhineland Arms 45acp conversion.

The scope is in excellent shape except it has these rings with dovetailed bottoms and screws that screw in from the bottom.
I'm guessing the rings attach to a rail.
Anyone have any idea what these are?
Also, anyone know how to remove them? Do I unscrew the bells?
