You have to ask yourself, "Sniper - should I crouch down behind this 4x4 and 4x2 railing out in the open or may be . . .?" And yes, land combat is not normally considered a spectator sport by the local inhabitants.
My guess? It is more likely some impromptu target practice for the benefit of a combat cameraman who really missed all the drama but needed a good picture.
