Does anyone know the torque specs for the type 99 action?
Type 99's have an index mark and you need to align the barrel index mark with the receiver index mark. Once aligned you will need to head space the bolt.
As tight as you can get them with a good fitting screw driver by hand . Get both screws in and just touching . bang the gun down on the buttplate muzzle up a few times . Tighten the forward screw first . Mark 1 - Please tell me how you change the headspace on the rifle after the barrel is installed to the index mark ?
I usually start at 25ip and work up to a max of 35ip for non-pillar bedded rifles. After I find the sweet spot, a drop of blue thread locker to hold them in place.
With about 80 years of stock shrinkage the old marks will not matter any more . If you do not get them tight you can crack a stock with recoil . Just look at all the tang cracked Mausers out there due to people trying to use the locking screws , incorrectly .

You need to CHECK the head space every time you change the barrel or bolt.
If the barrel does not head space you may need to chamber ream barrel to achieve the correct head spacing. Or try different bolts.
I asked how you headspace the bolt AFTER the barrel is installed , like you said .
