Need help with a 1903 stock cartouche

Hello,
I have a 1903 SA serialized in 1905 that looks to have been rebuilt at RIA around 1918. Its has a blued RIA barrel dated 3-18. The stock has a stylized P in a circle on the wrist and a single boxed WMH 1918 cartouche just to the rear of the cut off. I have been down the rabbit hole trying to find out who this is. The previous owner told me this inspector worked at RIA in 1918-1919 but I cant find him listed anywhere.

Also, the bottom of the barrel is marked C104 just to the rear of the front sight.
Is this a heat lot # ?

The C104 is steel lot code, WMH is listed under Springfield Armory but could have been at Rock
Island too, no dates were provided

W.M.H. is William M. Halferty, a rifle inspector at Rock Island Arsenal in 1918. There is no evidence that he also worked at Springfield Armory.

On the subject of cartouches, has anyone identified the SA inspector B.H.M.? I have a very nice 1909 SA M1903 with that cartouche.

Not that I am aware of. But I acknowledge that it's a very common inspection stamp from the pre-1910 period.
