Does anyone know how a carbine would get these markings? These are the only pictures I have.

Here's a whole discussion from past years about it...might help you to understand it. Why would IRS/ATF issue a new serial number for Amnesty registration? - Class III Forum - MachineGunBoards.com Forums
You see though they're talking about several different firearms being marked this way. I expect others to come along shortly...here...
If you look closely you can see the original serial number ending I believe with 071.
So the question is if amnesty registered as a MG or just because of the serial number?
If it was amnesty registered as an M2 then I think you could find that info and get a tax stamp. I would refer to the boys on the MG boards.
Today the ATF has a provision for firearms that have serial numbers that were removed or never had one. Here is a post on one such carbine.

The ATF is a division of the IRS. Interesting is the use of "IRS" and the one above uses ATF.
Next thing of interest is the double marked T on the rear bevel, but it is missing the ordnance bomb. It would be interesting to see the sides of the receiver to confirm if a T code.
Does it have a Winchester barrel?
It would be an interesting addition to a collection, for the markings. It's all history.
Well, I've asked for more pics 3 times. I guess this is all we get. Sorry.
