Straw boxes weren't. Looks like Jonathan Winters having a laugh on centre right, and the guy on the extreme right clowning with his cap is somehow familiar too. Driver looks a little resentful. :D Is this a movie clip?
How they got away with three stars on each mudflap I don't know.

The vehicle is a designated coffee wagon of the red cross girls. Thus the odd decorations.
