Mark-- Do you have any details on the photo? They look like soldiers from the PA National Guard, 28th Inf Div. The spit shine helmet liners with divisional insignia and rank dates from the mid to late 50's. The Ist shirts rain coat is the only one that look line its not wet. LOL!
