Many years ago I had a similar style of hand vehicle tyre pump that wasn't working and I didn't have a replacement cupped leather washer of the correct size which these style of pumps normally require. On showing the pump to my late father he just unscrewed the tube cap so that the inner part of the pump could be removed with the cupped leather washer which wasn't sealing properly. After a little careful "manual manipulation" of the washer basically to expand it outwards slightly the pump was put back together again and it worked perfectly. It only took a few minutes and it obviously depends on how good or bad the leather washer is to start with but it it did prove that a new washer isn't always necessary which is useful if it is a size that is difficult to source.
