That ROTC manual is nothing but a "school book". I never trust military school books. I have seen many errors in them.
The problem is the books are written by military bureaucrats, reflecting a perfect military society, but those in the field have to use what they have, often have to improvise, and regularly have to substitute what is available versus what should be used.
I give very little validity to what I read in military training manuals.
