Well I am pretty sure you can buy plenty of mannequins here in the states for free, just go to Congress or the Senate - plenty of wooden mannequins hanging out there!!
Of course you will probably have trouble being able to import them, pretty sure they would classify as toxic wastehttps://www.milsurps.com/images/impo...resmiley-1.gif (I feel bad about putting good toxic waste in the same category as politicians though).

Just mentioned this post to my wife and she suggested making a "Duct Tape" dummy. While wearing an old t-shirt you have an assistant tape over the shirt, cut down one side, repair the slit then fill the cavity with styrofoam peanuts, old rags, etc. Jam a pole up the middle and make a stand then Voila!, you have a homemade mannequin/dummy.
