I would say NO, but if they were advertised as, newbuild .22 rifles then it would be within the law, what you need to remember is were ever in the world the L1A1 is, in the eyes of the UK law it would be classed as a section 5, but our laws do not stretch to what that country classification is and does with the rifle in question, so if the rifle was converted then this would not be illegal in that country, but if it was imported it would be classed as a converted section 5.
If someone had a large amount of new FAL L1A1 parts, then they could be built up as, either .22 semi auto or straight pull in any calibre, and would be within the law as they are being produced as section 1 firearms.
